Competency - Definition

Competency is the state of possessing the knowledge, skills, and behaviours required to perform a task safely and efficiently, in alignment with the organization's standards.

Competencies are specific to an organization's business, policies, and standards. Therefore, competency must be evaluated in accordance with the organization's defined performance criteria.

Competency is assessed for each individual task or activity that an employee is expected to perform. When an employee is successfully assessed for all the required deliverables of their role, they are considered competent for the job position.

Competency Framework

A Competency Framework is an integrated system that defines, manages, and evaluates the required competencies for every job position in an organisation. It typically includes:
  • Competency Dictionaries: Standardized definitions of the knowledge, skills, and behaviours required across roles.
  • Job Competence Profiles: Role-specific competency requirements aligned with organisational standards.
  • Gap Analysis Tools: Mechanisms to identify differences between required and existing competencies.
  • Competency Assessment Standards: Structured criteria, methods, and procedures used to evaluate employee competence.
  • Supporting Processes & Documentation: Additional policies, procedures, and tools that ensure consistency and transparency across the competency management system.

The main elements that contribute to an employee's competency in any industry are as follows.

Competency Dictionaries

A Competency Dictionary is a structured document that defines the competencies required within an organisation. It provides a common language for describing the knowledge, skills, and behaviours expected from employees at different job levels and functions. It serves as the foundation for recruitment, performance management, learning and development, career progression, and competency assessment. Competency dictionaries are developed for job families.

A competency dictionary ensures that everyone in the organisation has a consistent understanding of what each competency means and how it is demonstrated in the workplace.

A Competency Dictionary is a collection of clearly defined competencies, including their descriptions, behavioural indicators, and proficiency levels, used to establish competency standards for different roles and job families within an organisation.
